The main difficulty is that the construction of suction line.But for big building we can check the electricity cost, equipment cost, environment friend, etc to evaluate the idea.

That is hardly your problem. Most planes are air-conditioned not because it’s hot outside, but because of the heat the human body generates - especially in closed environments.
The only planes that can afford not to turn air-conditioning on are either small charter planes or relatively empty planes. When there’s a large crowd in a small space - air conditioning is a must and the means to get it are negligible.

The reason for the difference in temperature is the difference in pressure. You suck the air down, you put it under pressure and the temperature of that air increases. Sounds great but it doesn’t work.

It is not practical. The pump capacity must be big and the air coming down 3000 ft encounter heat transfer of some sort which will not keep 10 degrees cooler than the ground air. If you want to insulate a 3000 ft tube it is not a simple matter to hold the tube in place without a huge and expensive construction. However, if cost is not a problem every thing is possible!

Ever heard of a heat pump? Besides rather than trying to build a duct 3000 feet in the air, dig a hole in the ground. The ambient temperature only a few feet below the surface is much cooler or warmer depending on the season than the air at ground level. Heat pumps are very efficient at cooling/heating since the air supply is already at a more desirable temperature than the air at ground level.
