Top brand goes for about $1700, but you can buy a adequate pair for about $200 to $250.

As for cameras.   Unless you want to spend about $1500 or more on a digital SLR,  your best bet is a Canon PowerShot S3 with 12x zoom.  You will need plenty digital storage, maybe a couple of 512 mm storage cards and also plenty of AA batteries.

Cost of the camera is about $380 to $400.
