your thermostat is probably bad or shorted,if you have a hot air furnace it could be going on instead of your ac.

If you have an electric furnace, you probably have a sequencer that is stuck.

If you have gas heat, there are a couple of possibilities. One is a short in the low voltage (thermostat) wiring. To test this, go to the furnace and locate the wire coming from the thermostat. Unhook the white wire and see if this solves your problem. Another possibility is a bad circuit board in the furnace. (probably the most likely culprit).

AC unit or more likely heat pump with electric resistance heat sometimes does this. The heat relay can get stuck so it heats and cools at the same time. The ac can overcome the heat and cool the place down but when ac shuts off it starts to heat. A large electric bill would of course accompany this. Ive also seen the electric resistance coil break and connect after the relay onto another pass and cause this.

If you have a digital t stat that could be bad and would need to be replaced. Look to make sure the dif. between heat and cool set points are at least 4 degrees.

Try replacing or reprogramming the thermostat. It sounds like the A/C-Furnace unit is getting mixed signals.

I have not heard such thing before, but I guess following thing is happening in your case.
Your air conditioner seems under capacity to cool both floors. As a result it continuously runs and gets heated up. The cooling media which normally is freon / equivalent gas in pipe it self gets heated up due to constant circulation. As result instead of transferring heat and give cool air it reverses.

Normally air conditioner is consider of right capacity when it runs in cycle of on/off automatically. When it is running cooling cycle the freon evaporates and passes through copper coils and after some time it swich off and only normal air runs through fan. During this time freon gets cool down for next cycle.

You need to get another air conditioner along with this or get higher capacity air coditioner to cool both floors.

sounds like you have no freon..is it an old unit???..could also be the little motor that pumps the freon thru-out..some units have that motor inside the compressor..check for a leak in your lines...also check the voltage going into yourunit..is it a 110v or 220v ???...if you arent getting full voltage it will prevent your unit from running at full capacity...you could also have 1 or 2 bad capacitors...good luck....beam me up scottie
