air conditioner, has cold air but doesnt blow out strong, works well when I turn corners?

checked pressure on low side, it was at low 400s (bottom of blue area on gauage) then goes up to yellow then falls back down to low 400s on gauge. Also air on car is cold but barely blows, it does get better when turning a corner you can fill the cold air better. If I leave the window cracked you can fill the air from the conditioner a little better. Light on air panel on dash stays off but comes on rarely. What could it be.
